EM 250.11 Continuity of Operations (COOP)
Workshop in Emergency Management (WEM)

Historically, the government has prepared to respond to disasters within its jurisdiction.  Governmental agencies have not always considered how they would respond to an emergency which directly affected their ability to continue normal operations.  Where plans have existed, they have focused only on catastrophic events.  In fact, in the previous Continuity of Government WEM, the following statement was made: 

“Most emergencies do not threaten the institutional integrity of State or local governments.  However, the consequence of some major emergencies such as catastrophic earthquake, hurricane, terrorist attack, or nuclear attack, could severely disrupt or degrade State and local government’s ability to function.”

This course has seven modules, four exercises, and appendices combined into a file of less than one megabyte for the benefit of low bandwidth (14.4 and 28.8 modem) users. The naming protocol is em250-11.exe. Graphics may not be optimum in these documents due to originals and file size considerations.

These course materials are derived from FEMA's Continuity of Operations (COOP), Workshop in Emergency Management (WEM), Student Manual course released on August 1998. These materials have not been altered allowing the user to re-use these in the classroom setting.

Upon receiving your paid registration, we will send you the password to open these. We recommend you print out the pages as you need them and keep them as a paper reference.

When you pass the online test, you will be mailed a Certificate of Completion.

The final exam is 23 questions taken from the reading material. You may use any of the materials while taking the test.
