EM 250.1 Continuity of Government (COG)

OVERVIEW

Continuity of government involves the planning for and the development of operating procedures to preserve the structure of government itself and develop a viable response capability to support the community in the event of a major emergency.

PURPOSE

This course is designed to provide State and local emergency managers with an understanding of the concept of Continuity of Government (COG) and the seven preparedness/planning elements necessary for State and local governments to carry out their executive, legislative, and judicial functions under emergency conditions.

Adequately preparing your community for emergencies involves the same effort, ensuring that the very structure of the community-government--is prepared and has the capability to respond. The objective of your activities was to assure that the operations and services of your office would continue even with the disruption caused by your absence.

The foundation provided by government is absolutely essential for you to be able to effectively carry out your emergency management responsibilities. Imagine needing to restrict an area due to a hazardous materials spill, conduct a search and rescue operation, or activate the public warning system only to discover that when you attempt to do so, the legal authority to act and/or the resources to implement these actions do not exist.

AUDIENCE

State and/or local level local directors and coordinators are an important audience, but this course also can be used to involve elected and appointed officials. As in other aspects of emergency management, two or more representatives from a community or organization will be more effective in carrying the message back.

There are five units with the supplemental reading CPG 1-10 Guide For the Development of a State and Local Continuity of Government Capability. Two course files are 442 KB and 339 KB for the benefit of low bandwidth (14.4 and 28.8 modem) users. The naming protocol is em250-1.exe and cpg1-10.exe. Graphics may not be optimum in these documents due to originals and file size considerations.

Upon receiving your paid registration, we will send you the password to open these. We recommend you print out the pages as you need them and keep them as a paper reference.

The test is taken online. When you pass the test, you will be mailed a certificate of completion.

Certificate

The final exam is 20 questions taken from the reading material. You may use any of the materials while taking the test.
