We use public domain Federal Emergency Management Agency (FEMA) developed materials that advocate the all-hazards emergency planning approach i.e. water pumps placement. Much of this material, leftover from the Civil Defense and nuclear attack era, is no longer readily available from FEMA.  These are the "classic" courses familiar to many emergency managers. Many documents have historical value as well as valuable insight to past and present emergency management principles and practices.
